Depends on your credit. Based on just acquiring the mortgage you should know if you can.
If you were approved for a 200k mortgage and only borrow 150 then yes but if you are borrowing the full approval amount then no. Do not do anything, even inquire about a home improvement loan till after the closing. You could screw up the whole deal
You would need equity in the house in order to get a line of credit on your house.

If this house needed major renovation or repairs you should have asked your lender about a 203k loan.
